Here in Massachusetts, state sanitary code requires a stove in a rental, but not a refrigerator - go figure that one out.

Or another one like it.It is mission critical that you understand the landlord tenant laws in Massachusetts because they are tenant-friendly in the extreme. 

In MA if you went for the permit you probably wouldn't be in the situation with your handyman that you find yourself in.
