You wouldn't come out of pocket for these cost so she would incur the entire 6% so that's another 15k off of the list price.Lastly, I wouldn't focus too much on the price per square foot as a rule of thumb since your dealing with a large variance there.

This might be because the window well was never properly installed and run into the weeping tile around the footings, or it could be that it have gotten a little clogged over the years with dirt.

I had something similar done in San Antonio and the estimates were a lot less.I have heard/seen investors use the "square foot method" and they broke it down as follows:Light rehab = $10 per sq ftMedium rehab = $14 per sq ftHeavy rehab = $21 per sq ftEstimating repairs costs is more art than it is science... plus there is always the potential for finding really serious issues once the rehab has begun.
