Without seeing the property, I would assume it would need new electrical, new HVAC, plumbing, drywall, finishes, appliances, and you would want to talk to an expert in restoring properties due to fire---as their could be issues with the roof, siding, windows.

I live near Cincinnati, so I'm biased, but I believe Ohio is a great place to buy-and-hold because you can find affordable rentals that cash flow well and Cincinnati and Columbus are economically diverse and stable.

It says on the loan website "If you have suffered substantial economic injury" and then goes on to say "Substantial economic injury means the business is unable to meet its obligations and to pay its ordinary and necessary operating expenses.
