The City of Santa Monica Attorney's Office is bullying my family (as well as other mom-and-pop property owners) into accepting a Section 8 voucher from a terribly problematic current tenant who:1) Has harassed other tenants to the point that they feel physically endangered and decided to move out of the property2) Shouted racial slurs at people working on the property and threatened to call immigration enforcement on them3) Has vandalized the property as well as that of neighbors, including ripping the windshield wipers from an elderly, handicapped neighbor's car4) Is currently harassing potential buyers of the property, preventing us from being able to sell it / causing monetary damagesBackground:My family has owned and operated a modest multi-family property in Santa Monica for 45+ years.

Found out that her mother needed to go to an elderly facility sometime last winter.

Doesn't matter what kind of property it is, assuming single or multi family rentals, (not nursing homes, elder care, church properties, transit housing, etc.).

You know that people can be arrested for abuse of animals or elder abuse or child abuse; if the stuff that I've seen in some houses were treated similarly, the owners would be arrested for housing abuse :)

I've been talking with an elderly homeownder who is house rich, but cash poor, and has fairly low income.

I'm thinking maybe a small nursing home/elder care community, STORAGE (who knows)...maybe a doggy daycare?

They are a small non-profit organization providing low income housing to elderly and disable and from what I understand there are no employees there...all board members and/or volunteers. 

I suggest you look up "Elder Law."  

You see an elderly lady with a neglected home who might not be able to move while the next person sees an older lady who will be able to finish her life in a nursing home.  

Secondly neighbors talk, hit every house and you may find leads from their friends or maybe they spoke to the elderly woman's family who is moving into an assisted living home.
