Normally used on 203(k) renovation mortgages (eg, where you are financing the reno costs), but just like a cash buyer can still hire an appraiser of their choosing if they wish, someone doing renovations with cash can hire a HUD Consultant if they wish.Given your goals, they will walk the property and give you a work write up of everything required to do it fully compliant with all federal, state, and city, rules and regs (permits, zoning, health/safety, you name it).

It seems like an expensive thing to do fully unless you are building ground up because to do it fully ADA compliant clearance at showers, bathtubs and toilets can require moving walls.

How are people doing large text campaigns and staying TCPA compliant?

Setting up an LLC with a compliant operating agreement, assuming you don't already have an IRA LLC that can own the new jointly-owned LLC, will take a big bite out of your income.  

This also assumes the tenants don't settle with you after they are served the compliant.
