For the chimney, you need to use mechanical embedded anchors to hold the chimney from falling out of plumb any more than it is. 1 1/2" isn't the end of the world, use the anchors and tuck point it to join it with the brick veneer again.

I have seen these anchoring lines but typically when I see them they are in the right of way so instead of running to the middle of the lawn they run toward the street or along the edge of the road.

In the beginning both ROI and ROE are great, but then, as the principal gets paid, a lot of your wealth is tied down to a house... and when it's completely paid off, not only is your wealth anchored to the property, but now you have to pay a 1/3 of the cash flow in taxes (before it was all going to equity assuming you break even with rent/expenses+mortgage).
