What steps can I take to gain more hands-on experience in financing and renting out housing as a young college student?

One year from graduating college.

Additionally, the city of austin is just now trying to hire more permit folks to allow for the much larger volume.

Our challenge is that we do not have the finances to buy here in CA....and our situation at the moment does permit us to qualify for a loan.

And, if this property has flooded twice already you can be in danger of not being able to get permits from the city.

It’s a 4bd/2bth roughly 1200sq ft ranch style home, I believe the previous owner ran out of money on it; it’s got a new roof, all new wood framing, new electric was ran (but permit wasn’t closed) & all of the plumbing is ran (permit wasn’t closed either). 

We are looking to buy a house in area where HoA permits STR .there are few houses already listed as STR.
