Most of the time you buy control with money.Any national tenant will deal with you if you have serious control of the site by escrow or option.A more creative option would be to sign a lease with the seller with option to buy then again you have contol of the site.....If you need help or financing let me know I do commercial real estate development

Yes, I agree-it is going to be huge.....in my area alone, I was prospecting NOD's in January of this year and mailing out 15-30 letters a month.

(I know without an engineer/survey and various other documents this question is kind of impossible but, if there are any developers here maybe you can provide some insight)If the town doesn't allow the road to be built, then the deal would be dead as the lots are not builable.

While you are fixing this current home up and unpacking why not develop moving friendly drawers, cabinets and the like so that you can move much easier and have less to unpack.
