If you're truly uncomfortable calling the owner on the phone, you should write them a letter, longhand, and mail it to them with a hand-addressed envelope and  american flag stamp.

However, the PHA may approve such an owner if it would be a reasonable accommodation for the family member, who is a person with a disability.I have one Section 8 tenant and had to sign a certification that included, among other things, the following statement:Owner Renting to Relatives:I certify that I am not related to the tenant or to any members of the family in any of the following ways: parent, child, grandparent, grandchild, sister, brother or any member of the family.

A lot of that is due to the high US Dollar so Canada seems like a bit of a fire sale to a lot of Americans...and Mainland Chinese who are trying to get their money out of China.
