The plan of future properties has been mentioned but I am not clear what that plan really is.For this deal, it is starting to seem like a matter of lender preference opposed to some strategic insight as whether to cross the properties or make two loans.

To be more specific, I wouldn't mind multifamily units, apartments, but would like to eventually get to planning with city zoning and strategic investments that involve developing areas of growth.

I am assuming that those that don't list their occupancy probably have high vacancy rates that they would rather not show on their public listings, strategically.

Ok, so let's address some possibilities one by one to see what is likely.If you found out that there are material defects in the property (which you have) then it is entirely appropriate to ask for some form of "fix" if strategically it makes sense to do so.It is possible that the agent is reluctant to include your request for a price reduction commensurate with the level of damage to the property for a variety of reasons.
