So unless there is something unusual about your target property, it probably is a smart idea for your local child support agency to sell its lien now, rather than hope for payment years from now. 

@Kent Nielson I have a builder friend of mine that is pretty frugal and smart and he builds apartment grade at $105 per sq ft.

If you buy smart it doesn’t matter what the market is doing.
