Should I replace the common area floor tiles  which is approximately 200 square feet with ceramic tile or should i go with luxury vinyl planks.

It's mid grade and you can usually get it for under $3 per foot, sometimes there's a style on clearance that you can get even cheaper. 

Negotiations and terms are still the name of the game, as list prices are still trying to find footing.

So I need the most amount of bedrooms for rent's sake and the least amount of square footage to pay the least amount in insurance..

There are a ton of things that you may not want, but the city will make you put it in. 1 mil is realistic, the metal building will cost you at least 175k for 10k square foot building.
