Make sure you dont give them back any of their deposit money until the new tenants are moved in, so you dont get yourself in a position where your out rent and damages.I think its best to get them out now.

If you have no problem doing the cash out refi on the primary, then doing a cash out on a free and clear rental should not be any more difficult.
