Should I still be budgeting for CapEx, as the warranty will cover repairs (covers HVAC, plumbing, electrical, appliances, etc)?

Replacing a few appliances could wipe you as $1560 wont go far. 

The bathrooms and kitchen are the only shared areas.

The other bathroom is on the 1st floor, right off the kitchen.

Compared to others, the one i was interested in didn't have any upgrades in the kitchen and the bathroom.

And I go through the gamut of current and future upgrades/maintenance: tiling the kitchen floor (in progress), new windows come spring/summer, new blinds and curtains, and the few 'fix-it' things that need attending to.  

Has 2 kitchens.

That means you shouldn't really be considering "Rehab" for your VA house-hack (though some improvements, maintenance and appliances, etc. will likely need some attention).

Most rental comps are very basic homes with dated kitchens and bathrooms.
