Given the circumstances, you can likely walk away, wait and continue to shop around, and you can even ask for concession for waiting - why not - though you may not get anything simply for waiting.

I went to municipality and they said they do NOT under any circumstance even allow non-owner to apply for c.o let alone obtain one, and they do not issue temporary document.
