In regards to the legality, I am not a lawyer, but I cannot see how it would be illegal (as it is public information you are asking about), and you are not trespassing, if anything it would be an unwanted solicitation, but again, i'm not a lawyer.

I would get insurance, but I also would rather be covered from a liability standpoint and also in case a tenant decided to burn my house down (whether intentionally or accidentally).
