I really like the idea of trying it for 2 years and then re-assessing so that I can potentially deduct appreciation of the house.

There are no pending special assessments, however the self-managed HOA was unable to produce any meeting minutes to my attorney (as in, none, since apparently they don't have a Secretary or regular HOA meetings).

I want to know if the area I'll be heading to in NJ has any new developments planned or maybe even in progress.

Having stuff filed at county and allowing you to progress with rehab (barring and city or state specific details) would work just fine in my opinion. good luck @Jonathan Mason

I would absolutely get a roofing contractor (licensed of course) to come out and give you an assessment.

Appeal tax assessments. 

There are a few properties in particular in those 2 towns that we're VERY interested in and would like to start reaching out to a realtor or realtors in the area to see about progressing further.

I have never invested in single tenant NNN deals, but my concern is two fold: credit quality (fairly easy to assess going in) and renewal risk.
