I feel like the few I do see are near others.I'm looking at Zip codes 21212-21216 but I'm all over the place, I don't like the idea of buying deep in Baltimore city, but I'm also looking in Baltimore county.  

How are code and permitting for the rehabs?

They are getting real strict on that and are threatening jail time if you don't. 

When you're looking in C/D areas, it's hard (not impossible) to hold to strict rental applicant criteria (3X rent for income, no previous eviction history, etc).
