Up in Summit County they had a moratorium for awhile then began issuing permits again with more rules and restrictions plus higher fees and taxes (for example in Dillon that you mentioned they have a $700 annual fee plus a 5% excise tax, you need a local agent to be on call 24-7 in case of emergencies (i.e. noise violations), there are occupancy limits, etc.) so you'll want to start by narrowing down your search a bit perhaps based on the regulatory environment.

Over leveraging (I call it white-knuckle investing) has two main problems: 1) you won’t realize any cash flow because it will all go to paying interest on the loans and; 2) with such a narrow profit margin, any small hiccup will cause you to crash and burn.
