They're likely wholesalers, not "investors", have no intention of actually buying your house themselves, and are trying to flip your house before they buy it, and can't get it done for the price they have with you, plus their profit.

My answer would be different if STRs were legal, if you bought the property with the intent to use it as a STR, etc. - but given your circumstances, tell them "no thank you" and move on.
