I have experience where the water was shutoff and the city broke the curbstop and the property owner is responsible for replacing which has been a couple thousand so I never think its worth it to have it shut off.

I have lived all over the world but my favorite as a adult was :  My Victorian Hobby farm in NY along the shores of Lake Onterio, for 14 yrs I lived happily where i raised one obnoxious precious teenage girl who is no longer with us and 3 horses, chickens, peacocks, ducks, dogs and cats.

And unless you can prove it broke due to tenant negligence, the security deposit can't be used to fix it which will leave you on the hook every time.

A colleague of mine told his clients not to worry about the sewer scope because the house was 7 years old, then two months after they moved in, the line broke due to a prior issues and they sued my buddy.
