Don't allow financing or a finance contingency (it can be a good indication they are selling above market value) 2, Don't allow for your own independent property inspection 3.

That said, this can be mitigated a few ways:- Make sure that you talk to your planned refi lender *before* your purchase, to ensure that you understand their requirements, timelines and appetite for refinance;- Get an appraisal for the future value of the property from either your refi bank or an independent appraiser. 

The independent home inspector I used said it was the best new construction build he's seen in the area. 

Strong appreciation in a given area is the result of all the other factors, not independent of them.
