Maybe getting the pipes extended and adding baseboard or a new heating system in the attic and have central forced air from the ceilings. 

I did it because it was like that when I bought it, but now I see I have prevented the "Dallas Cowboys" bedsheet window covering issue.

Depending on state laws,  I don't think it'd be your duty to air his dirty laundry, there is a public website in VA for that, I'm sure there is one in TX as well.

Replace furnace filters every three months, and test your thermostat.You should replace the filters in your heating and air-conditioning units to make your systems are running well.
