@Evan Bell hinted at BRRRR (Buy, Repair, Rent, Refinance, & Repeat) and he's right.I wouldn't max out on the 70%LTV though, your P&I would be too high to make sure this thing was cashflowing (w/ a little extra cushion).

I would look into apps (they usually have a web platform but it's often easier to search apps due to less clustered search results) that do construction management.I don't know of any that are built around property rehabbing off the top of my head, but know from helping w/ a construction management app before that you could probably use it to solve your needs.
