It would be best to contact a local eviction attorney at least by phone for guidance.Here in GA an eviction attorney told me one time if there appeared to be 500 dollars or less of personal property and It looks abandoned  then likely safe to re-key but document everything with pictures and video.

There does not appear to be a rehab-retail market there at the present time in MOST parts of Normandy.

Unless you have a lot of time and money to waste protecting a principle, just pay the $450 and write it off as the cost of doing business.You say you're worried that you might now appear to be a target. 

The property taxes appear to have sharply increased recently.

Grass is too tall (l pay a lawn mower service on a monthly basis and they move every week on Friday in addition to anytime grass appears to be high.

You can easily find the paperwork online to make it appear that your dog is a service dog.

Since current rents are significantly below market and tenants appear less than desirable, I would like the current tenants to move out so I can rehab the units as well and get higher rent.
