Would you allow a tenant to have small dogs (under 25 lbs) in apartment with laminate flooring?

Today, I have a $421,000 HELOC on my primary with Keybank, 90% LTV, 15 year draw period, and a interest only rate of prime minus .25% with a floor of 3.99%.

The new owner decided to gut the entire house- there's pretty much concrete floor and walls.

Once you know the houses in your area pretty well, using those 25 components makes it a lot easier to estimate back-of-the-napkin.For example, I know that for a specific type of four bedroom, two bath house in my area, it costs about $2,000 for all new electrical fixtures, about $2,000 for all new plumbing fixtures, about $3,000 for interior paint, about $7,000 for new flooring, about $8,000 for new cabinets and countertops, about $2,500 for all new appliances and about $1,000 for miscellaneous cosmetic stuff.So, when I walk into one of those houses, I know right off the bat that I will spend about $25,000 for a full cosmetic rehab.But that exact same scope of work for a different type of house with different finishes in another state where I rehab would cost much different for a cosmetic rehab. 

Originally, I planned to live in my basement and rent out the top two floors... 

Full remodel from the floors up, updated to the condition of new homes in the area.

Gutted living room, kitchen, two bathrooms, and master bath to provide updated floor pan.

Here are the specsAsking price: $169,000ARV price: $190-$200,000Last purchased in 2017 for $135,000 and owners removed flooring and bathroom and did not replace.

Not sure how much extra the ~1100 sq ft basement would get in rent compared to just renting the main/top floor (4 br, 2.5 bath), but difficult to rent them separately here. 

The ADU won't count towards the floor area ratio.
