Open title and get a third party authorization signed by the seller to give you access to communicate with the bank directly 

If you are very fortunate they will be a little more communicative to you.

Rules do not solve problems from lack of communication, screening, planning, or experience.

I would like to buy some property, break it up into a mixture of 5, 10 and 20 acre parcels with access to each and run stub outs for  water/electric and possibly fiber-optic cable to each parcel.

The guy wants to be paid for his time to put together a very detailed breakdown.... 1k on a 75k job is not going to break the bank for you and if after the breakdown, you have issues and want to back out, then consider it the cost of doing business... you just saved WAY more than that.My bigger concern is he's not licensed..... and his communication about needing the 1k up front for the breakdown kinda late makes me a bit concerned about his future communication about costs

Again not going to take that for an answer.I asked them to disclose the communication.
