The telephone wire can come up through the floor at the edge of the base trim and you can use a small block of wood to attach the plug to, then use double face tape to attach the block to the base board if you don't want any holes.

so much so that many contractors use red wood 2x4's as plates for walls being installed directly on concrete, particularly if the concrete is directly on the ground or in a basement.
