The telephone wire can come up through the floor at the edge of the base trim and you can use a small block of wood to attach the plug to, then use double face tape to attach the block to the base board if you don't want any holes.

I know you say there is no fireplace now, but there could have been an old wood stove or something similar that was removed and the hole blocked off.
