So I knew the 10k request was bogus without even reading the details .

I would estimate that the flip would cost about $5,000 - $6,000 if subcontractors were used.  

The house is a foreclosure and is on the market for 100,000, taxes are 2,240/year…estimating that insurance will be around 1000/ year.

@Darius Jamar SmithThe community will need more details to really give you the advice you are looking for, but international transfer of funds for REI is very common. 

-Make sure you know all the questions you need to ask the potential seller to determine why they want to sell and to see what are any issues they have and how you can solve them-You'll need someone to help you with rehab estimates if you don't know how to do it and you'll need someone who has access to the MLS so that you can figure out an accurate ARV. 

Anyone have any guidance or experience with calculating an estimated upset bid for a VA backed mortgage foreclosure at auction?

Hello @Skyler Chaney, In my experience so far, its been difficult trying to get a contractor to show up and bid, or even give you an estimate unless you already own the property.
