The online estimates are good in some areas, bad in others so if you haven't looked at any sale prices for properties that have sold you should start there.He is going to be more willing to negotiate terms if you don't badger him too much on price. 

If there are a bunch of liens or Lis Pendens , then you may or may not want to proceedAlso, find out how much they owe and to see if their are 1 or 2 mortgages on the property.You can usually determine how much the seller owe by simply looking at the amount of the mortgage, the date of the purchase, then use a rate of around 4% to 5% and do an Amortization Schedule of the months since the mortgage was recorded.  

Due to the Milwaukee property sellers bankruptcy, the close date has been extended months.

Many REO's have an online system to submit offers that go directly to the asset manager making the decision, and the REO agent, is acting as more of a property manager.

If I had a buyer, he wouldn't extend that offer past expiration and they hadn't even inspected or schedule closing.Great, I get with my client and we prepare a new offer with all cash, quick close, new dates, etc. 

Also, find out if your city has code violations and eviction data online or otherwise available.
