Aloha,In large part it depends on local law, and, most importantly, your management contract, as well as the actual written rental agreement that is the subject of the issue.In general, a legitimate, locally licensed (assuming this is necessary) Property Manager's contract will identify them as your "agent" (this is a legal term that carries certain authority and responsibility), and as such would name their company as "landlord" on the rental agreement, allowing them to process the eviction based on local law.

I'm fairly sure there is a housing authority or similar agency where renters can submit complaints in every community so I really see this as an unnecessary burden to landlords.
