We had an issue with a neighboring unit where basically 2 families with a zillion kids moved in, and because state agencies couldn't prove it (they told us they look for number of cars out front and other things, and tenant said it was her sister visiting) no one could get them out until they destroyed the place.

A roof, a furnace, a tenant that destroys the place, etc. are not an annual item (generally), but when you hit the magic year when they happen, it can be painful if you didn't allow for this upcoming expense in previous years.

So if it is zoned RT-4 but taxed as 7 units then it is considered "legal non conforming" which is perfectly fine EXCEPT when you, the owner, destroy/tear down the property then it must be rebuilt to conform with the new zoning.
