@Elizabeth Zielinski: I think Paul is just tired of the people on here that fluff Detroit investing too much and newbies getting burned by them.Your post didn't say anything about where you want to invest - for local newbies we recommend starting in the Ring Cities - those cities that touch Detroit.

I recommend investing in the first ring of cities around Indianapolis (look outside of I-465).

(I set up a Ring Video Doorbell as an added layer of security. 

All can be fixed with the replacement of the toilet and wax ring...which shouldn't cost you more than a couple hundred bucks.The foundation issue is a completely different story.
