Third: some bench seats, a couple of planters on the lower deck, some attractive ground plantings & decent handrails will make this look pretty nice. 

Plus there's a pool that's been filled in, and over that, a huge concrete planter that is like 3' high 6 inches thick and about 10' square in the center courtyard.

And of course their garden is dead, they gave and this sh***y planter is still left.

Put some simple, planter boxes (about 2-2.5 feet high) out from the house under the balcony-so you can still sit behind them. 

They'll wear shoes with rocks inside, won't clean up dirt so they can grind it into the surface and set planters that leak onto the wood floor that you won't see until they leave.You should've put in something like LVP. 

When I build a new home here, I am required to install rain harvesting tanks (or rain planters) based on the square footage of the roof.

@Rudy Planter We came up with that date just to set an internal deadline/goal for ourselves and a realistic timeline for us to interview property managers, network with local businesses and research the area.

Since then they have taken down a ton of my landscaping, built rock walls and planters on my property. 

Also, if that ramp has a full slab under it (which it shouldn't but I can't tell from the photos) you may be able to get creative and use that as a patio or planter for larger foliage.
