In your case, having a Class A license, should allow you to pull a permit in ANY situation. 

They are trying to save money by skipping licensing, permits and probably even taxes.

That includes zoning, (including a zoning letter to confirm legal use) building, permits, sales tax, licensing, etc.

If you are a recent college grad, your years in college can work as your 2 years of work history.
