The financing obstacles have to be priced into the pro-forma   but I generally find the pricing concessions I can achieve on these acquisitions due to lack of market interest far outweighs the financing obstacles.

If you just want to market to Section 8 applicants, like Steve said above, most county Housing Authorities allow you to place a free ad with them which would obviously only be checked by those with Section 8.
