There are plenty of rules when doing this but it's covered in depth here on BP and there are many experienced investors that can offer advice.

I am also a new member and learning plenty already.

And while there are plenty out there, they aren't the easiest to find. 

I believe that area is gonna grow like a wildfire over the next decade due to the urban sprawl from all the people relocating to the Triangle area.There is a wealth of knowledge to be had within the pages of this website and plenty of experienced investors who will gladly help answer any questions you may have.

Young kids have plenty of time to burn, maybe seek out a mentor, work for cheap in exchange for his/her wisdom?

Plenty of podcasts and info on here on how to go about doing that.To answer your question, there are plenty of online places that will print off worthless POF letters for you.  

There are plenty of folks who stay away from condos because of the lack of direct control due to the HOA but if it's a larger complex with stable management and a businesslike approach to capex and maintenance I think you could do fine.
