Most of the time I see a promising one, it doesn't work out because there are restrictions on renting (owners only, or 50+ etc), but I have a brother who is a broker so if another one comes up that makes sense I can jump on it quickly.

My first concern is that you believe you can get it leased quickly, while the guy who knows the area better than you has had difficulty getting it rented, if he is so motivated, he'd probably drop rents to escape some of the costs, and it's still not rented.

Then I tried calling my cousin's brother who is a plumber and he went out there on the holiday weekend.He was able to to rod the thing enough (after a couple of hours) that he found the problem.

If the seller has a legal contract with a licensed realtor/broker, he is bound by that contract (unless there is an escape clause)...or the realtor does not care about selling the house and making his commission.So, the house is listed on MLS with a realtor and you located an end-buyer for the property...and want to wholesale it?
