I want to find a method that is free for everybody, and I'm also local.I really don't do many electronic transactions personally besides paying credit cards and such. 

For payment, I opened a Bank of America account and got a deposit only card for them.

Everything on the report looked great though...only small credit card balances and a long history of paying on time every month.

Basically I'll create a list I want to skip trace and then run it through it thru our system and the skip trace results are provided back in a spreadsheet format that can be uploaded into an autodialer.

For this big of job, I would pay by check or card only.

I got a $2700 water bill from the city and it just didnt make sense at all, basically $300 of it made sense bu the other $2400 was seemingly added on, we have been fighting with the city of Baltimore for over a year, even got a city local councilman involved but it was literally like "fighting city hall" they ended up charging a credit card that was on the account for the full $2400..Something is definitely fishy about this but we tried everything.

So you wouldn't have to shuffle punch cards around and whatnot, you could just leave the number 360 hard-coded calculating 30 year loans, or calculating pro-rated interest.

The post cards are 4x6 on yellow card stock.We will send out a "drip campaign" to the same list, absentee owners every 6 weeks.
