Cash invested: $65,000 Limited Partner in the Regatta Apartments Syndication.

Hello, I am from TX, but considering investing in LTR in the Tulsa, OK area.

This was a 6 year old business account the never posted anything besides promoting our real estate conference. 

Is being a section 8 landlord there doable, or is the housing authority and the city a hinderance to deal with?

The seller has countered with the following conditions:- Loan to value (LTV): 80%- Earnest money held by seller's recommended property management company- Final inspection within 1 day of closing- Commission paid by to buyer's agent is 2% of final sales price.I'm seeking advice on how to proceed, as I have some concerns:- Why would the seller request an 80% LTV?

What should I be aware of if I am doing the purchase?
