New Member looking for insight on Rockford IL, maybe section 8?

Hello,

Thoughts on Rockford IL? Rockford seems to be improving, but what areas are a "no go" for buy and holds? Seems like a cashflow only market, so picking a neighborhood that can get decent tenants is a must. 

Is being a section 8 landlord there doable, or is the housing authority and the city a hinderance to deal with? I did go on the website and none of the HUD inspection or landlord documents were even able to be downloaded and viewed. Not sure of their reputation, any insight or tips for navigating this process at all are apricated.
