You can reach out to your local property tax people and they can explain it in more detail.  

First, go to your local REI meetups.

Joining your local real estate investors association (REIA) offers an excellent avenue for such networking.

So I thought of finding investors that would help me buy local rental properties through a 501C3 so they get a deduction and then I can manage it as a charitable contribution or hire another PM and they get a charitable deduction.

I would love to get some advice from locals or any real estate expert with experience in Maryland on the best locations (cities, neighborhoods, etc) to buy this type of property at a fair price.Thanks in advance!

Just go to the local RE meets or forums in the city you want to buy, deals everywhere.

Consider your long-term plans and local zoning regulations carefully to make an informed decision.Good luck!
