Yesterday a new Indian engineer moved into a place with 2 other engineers that had been renting from me for the last 3 weeks. 

Look for a local civil engineer who can assist with a first draft concept site plan. 

For example a 300K sqft office building will have a lot more work involved for the engineers than a 30k sqft office building since the engineer will need to go into each suite, if the buildouts are different.

The amount of hard engineering is about the same as the amount of design aesthetic so I think you could make it fly.
