What will truly revitalize downtown is the addition of some big box stores like a Target for downtown and midtown residents.

Ask your local rental association.Think you need to resolve this quicker since you have a vulnerable population.This is what drives me nuts about Portland, they're all great about ban the box on felony tenants.  

Keep in mind, the large big box complexes often do lots of market research so their units meet customer demand.

I would do something like turn off the breakers  at the box outside.
