Also, he already got an offer for $1.1M and the arv for the area is about $1.2M so there's not alot of room to force appreciation, the only benefit is that I will be able to get a property without being approved for a mortgage and hopefully no money down.

I am not certain on the law, but if in your lease it says something about force majeur, which may include major necessary repairs that cause them to have to move out, then you may be fine.
