The house is 3 level but the basement is not finished, it has a walk-out, electricity and AC, plumbing rough-in for full bathroom - in fact it used to be a fully finished basement but everything was told bare due to water damage a few years back.

I would need licensed sub contractors for electrical, plumbing, HVAC, etc. if I were flipping/renovating and had building inspections to deal with.Some would suggest you obtain a real estate license for REI and others would say it is not necessary.I am unfamiliar with OKC laws.

for this call, you might withhold the info that the house is already divided up. if the property wasn't properly divided, the Landlord probably pays the electric, water, gas, trash, etc.

Make sure you have a HVAC/plumber/electrician/ etc ready to go, because interviewing when you're doing the work wastes time and energy.

Even if you end up not using or agreeing with it, it is a good way to educate yourself.Yes - the fact that tenants pay their own electrical / gas / heating will reduce your expenses by a few points but you are expecting to run this property with only $25,000 in total expenses (less then 25%!).
