What's the situation with the windows?

My home has new electrical, A/C, plumbing, windows, doors and kitchen.

OLD Windows.

Every house has new vinyle windows and $700-$800 rent and there's only about 4 different phone numbers for the 30 houses I looked at.

We worked on the house for a couple months and never had any issues with the neighborhood (not so much as a stolen tool or broken window).

I peaked in the windows and he started moving in but isn't living there yet.

If doing new construction and flooring is going to be replaced I plastic over windows and call someone to spray it.

Evidence of moisture on some of the walls including under a window well.

Seemed to occur when the sunlight was beating in the window.
