A few years ago most of the town councils/planning officials I spoke with were diametrically opposed to new multi family, because they had a singular point of reference for what that meant in their town, and there were not going to approve more of the same. 

I once applied for a building permit in one such town, and the town officials didn't know what to do because it had been 20 years since they had issued such a permit.

You got to love your local Gov't officials, Been calling and leaving messages for the planner on duty here in good ol'e NORFOLK, VA due to them never answering the phone and zero !!!!!!  

I would hope by then there was a decision made on self-isolating “lockdown” and wouldn’t take 3 more weeks for officials to take this step.

The other alternative before going to hire an attorney is to speak with local officials on your consumer rights. 

Should I just wait until they are officially out to list it?

Does the negotiation all happen in person and then after we agree on something in person then I can write an official offer and get a real estate attorney to draw up a contract?
