I guess that someone who believes in the integrity of the agent could argue that they did not submit the offer because they were looking out for the best interests of their client and was confident that another, better offer would come along shortly.

IF the original number offered was what the buyer "needed", any increase in that number only increases the likelihood of losing money...unless the buyer wasn't confident in the original numbers.
