The specific concern here is that Mammoth has very few medical resources (eg, 12 hospital beds and 2 ventilators) and don't want any tourism at all in town for the time being to preserve those resources for long term locals.

They can make you remove a bed from a room that doesnt have a proper egress window, but I do not believe they can fine you for a room that has a legal egress window.

I mean you can have a building with retail on first story and the block face on traffic is worth more than the block face not on high-traffic.

Put in a decent bed some thrift store furniture and plates and dishes.
